Plan Change 53 for L3 and L4 Zones

Plan Change 53 was introduced to facilitate higher standards of urban design in these higher density zones. The guidelines that were currently being used in relation to design, amenity and appearance were not achieving the desired outcome as they could not be enforced. This change gives certainty on what is required of a proposal, which guidelines could not do, and gives the council written standards on which to base consents for departures. This change does not deal with issues of height, density or controls relative to non-residential activities.
